Most embassys don't require you to show money for a non-immigrant O visa, based on marriage to a Thai national.

However, if you want to apply inside Thailand, and for subsequent extensions of stay,

you need a Thai bank account in YOUR name showing at least ฿400 000 OR a monthly income in your name of at least ฿40 000.

You can not use a combination of income and banked money for this type of visa/extension.

It's the so called grandfather clause.

It kicks in if he has been in Thailand based on retirement consecutively since October 21 1998

If he would need it depends on what country his passport is from.

Also his entry history could be a factor.
