Rainy season finishes October, maybe with some less rain in November, Dec/Jan is fine but is winter where temperatures may drop to 20c at night, maybe more in the north. I would check a Web app for more details.

Yes you can create a Web account. Search for it on the Web. Not sure about if you can use it aboard, phone thier call centre they can help you.

Jus one other thing to add, thai spouse visa needs to be sent to Bangkok, so normally needs 30 day waiting period.
