I doubt any immigration office anywhere requires you to make a withdrawal in order to renew a marriage visa.

Marriage visa requires ฿400,000 bank balance, right?.

Maybe you have to deposit ฿1 on the day of the application to show an updated bank book?

Different provinces sometimes different rules.

if a building has 51 condos at 37 sq meters and 49 units at 50 square meters…

I can almost guarantee you all the smaller units are designated Thai quota.
