If absolutely unable to file a TM30 the way

 says, you could also book a night in a cheap hotel and use the receipt of the TM30 they would file for you. Good luck

Edit: actually, are hotels even capable of filing a TM30 currently, if the website is down? That's a pickle.

 you don't need to apply in person in Karachi, there are agents that can help you. However that means sending your passport internationally.
