 yes under the condominium act a foreign National can own a Condo outright as long as 51% of the complex is owned by Thai Nationals.

 unfortunately rules are rules, whatever you personally think about them, they will not change them. Only 3 options, follow the rules, use agents to get around them, or leave the country.

No you cannot legally, but if you want to just remember insurance will not cover you for anything. But as we say in Thailand, up to you🤷‍♂️
