Yes. If you don't want the hassle of standing in line you can use a service. I pay 4k inside Queen Victoria in on soi6. Well worth it.

wow. I'm amazed. There are also fines as well and can affect visas and extensions. Staying at recognised hotels etc its done automatically.
In major cities the house owner landlord etc registers it at an immigration centre. Where there are no immigration centres you/houseowner etc registers at a police station. Here's some info.
Everywhere you go, the property owner or landlord is required to file a TM30 within 24 hours of your arrival.
When you want to file for an extension you go to the local immigration office and bring the most recent TM30 which must be from an address in the same province the immigration office is that you are going.
has that always been the case? Reason I ask is I’ve done many extensions (visa exempt) in the past including most recently in November last year and I’ve never been asked to show a TM30. I wonder if the original one done by my hotel somehow carries over?
No it hasn't and generally it's not an issue. Some offices such as Chiang Mai have been strict on TM30s for years while many others don't care. There is no hard and fast rule.
there's a lot of little things and the rules are different from province to province and office to office. So my answer is the most broad and the "legal" requirement, but some offices don't even ask for TM30 at all while some will fine you immediately if you don't present them with printed evidence.
ah got it, thanks. I’m heading back again in March for another round of 45 + 30 and was a little concerned that I may run into this issue, as this time around some of my trip will be spent staying with friends and not hotels. I will be entering in Phuket and doing my extension in Patong beach which is where I always do my extensions and to date haven’t been asked for a TM30. I’ll probably just check into a hotel just before my extension so in the event that I need a TM30 I should be able to provide one. Hope that all makes sense and is a logical approach?
Yes but you need a new TM30(address) because you left the country . So do your new TM30 with a date posterior of your entry stamp before asking the extension.
Yes, but Jomtien usually requires you to only go during your last week of stay. If you go any earlier they may send you away and tell you to return later.
