One reason can be the browser. If you haven't done it already, try Firefox. Another possible problem could be, that they might not accept Debit-Cards, only "real" Credit Cards.

Sorry, you NEED to register, because withg that comes the tax and insurance every year. You can drive without, but then the police will let you pay dearly...
