I agree. When they drive to the applicant’s house to check, they claim the cost from the government. No need to pay. They cannot do anything but approve when the marriage is real.
I was told that when the 90 day report was reset (I came out of Thailand and came back), I must come to the Immigration Office for them to print me a new form stating what date I need to submit a new one. They told me I cannot count 90 days myself and submit when it’s due.
