I think it may not be an option for him to go by himself. Perhaps immigration told schools they have to do it this way to have less work.
When I go to our immigration office, sometimes they had more than 10 foreign students in there. Everybody else had to wait many hours, as there were only 3 or 4 people working there.
I noticed it the day after the Minister said all Farang are dirty and dangerous.
I walked in a car park at Central, and I saw one kid in a small group get out of my way very fast, whispering "Farang!".
Many Thai people believe everything said by people with some sort of authority. I don't blame the kid for being scared, but the teachers, parents and government that keep xenophobia alive with terrible arguments.
Maybe you can explain to them that all Farang staying here now, have been here ever since there is no Covid problem in this country. So the Farang they see, have no Covid.
It is not difficult to understand this, but many don't. It is either Xenophobic or very stupid. If you have another option, please fill me in. And you still don't blame them and understand their way of thinking. Thais are not the problem, only people from outside are a problem, nasty foreigners.

I agree with Garrett on this, it is not true. I experienced myself that for having an accident it is not important if you have al license or not if it is not your fault. If it is not your fault, you will only get the ususal fine. But they did not even ask for my license as it was clear to them it was not my fault.
