For info, I contacted Emirates about this, this is what they said:

All passengers arriving in Dubai from any destination, including passengers connecting in Dubai, must have a negative COVID-19 PCR test certificate to be accepted on the flight. The test must be taken a maximum of 96 hours before departure. This excludes children under the age of 12 and passengers who have a moderate or severe disability.

So IMO it's likely the case elsewhere too.

My flight with Emirates requires it. I'm not sure why because my final destination (France) doesn't. So must be because I stop in Dubai.

Yesterday I was told when travelling with Etihad you do. Not sure if it has to do with the airline, or the destinations (Abu Dhabi for stops or your final destination).

And you are not allowed to pick your own hospital to do the test:
