I'm in Chiang Rai they were very clear in explaining when I should report. They stapled the when to report paper to the back of my passport, and explained that no more paperwork needed , just report within 15 days before the due date until 7 days after. They speak english extremely well and the instructions we're clear. It was my first 90 day report.

In your home country when applying you have to provide proof of funds. Uploaded a wealth statement with funds of 800,000 Once you enter the country, having you Non immigrant O Visa will make everything easier including opening a bank account. Don't forget to register your Thai Sim card to your passport. And get the 50 baht printout. The bank will want that. Good luck

Yeah I got quoted the same, so I decided to do it myself . Simple and it gave me a sense of achievement.

In my opinion, I really can't see things changing anytime soon. It's low season, tourism is down and won't meet yearly projections. A lot of noise being made about the long drawn out processes TM30, 90 day reporting, and of course the price gouging in tourist areas and travel expenses all add to downturns
