It’s likely to be a system generated rejection, probably not even seen by a human, so maybe use system logic and state New Zealand - I had a similar issue with an Evisa rejection from Uk where system misread scan of my passport and replaced a D in my name with an O and I never spotted it and it was not possible to change - I resubmitted with a new scan and approved . Expensive mistake
