TLDR : Answer Summary
The Thai embassies in Kuala Lumpur and Singapore can issue Non-O visas to non-citizens, although there may be specific residency requirements. A police clearance and medical certificate are generally not required for the Non-O visa, which differs from the OA visa that may have stricter requirements. In the past, applicants have noted that the KL embassy issued one-year multi-entry visas; however, current policies may vary, with 90-day single-entry Non-O visas possibly being the norm. The Singapore embassy primarily issues visas only to Singapore citizens and long-term pass holders.

I can say for Singapore, as a Singapore citizen - the thai embassy in Singapore only issues visas for Singapore citizens and valid long term pass holders.

We lived 13 years on Singapore on Employment pass. 2 years ago retired and tried to get 90 day O Visa while still there, but the Thai embassy said only isduef to Citizens and PR.

No recent experience, but many years ago while I worked offshore and before reaching the age of 50, I used the KL embassy for Non-o marriage visa. At that time it was a one year multi-entry visa which was good for my work requirements. The only special requirement was that my Thai wife gave me an invitation letter explaining my need for this visa. I believe I did this for about 5 years. Now I believe they only issue 90 day Non – O visas and I think you must show financial resources. This embassy was very good.

They will. Police clearance and medical are not needed for a Non Imm O visa.

You're confusing it wth the OA visa.

agree. The OA visa is only available in home country. He could apply for the Non-O in either place

Don’t know about Singapore but Malaysia (KL/Penang) requires health insurance also for a regular Non O. Non citizen can apply.

Well you wouldn't be flying to Singapore without being clear regardless. You have to apply through their online system and get approved for your visa before you are even allowed to go to the embassy.

You don't have to go to UK. Why don't you just do a border bounce and apply for the non-O at your local immigration office once you return on visa exempt?

But can I apply for Non -O retirement after arriving on a visa exempt ? I have all the requirements in place, been living here on an O-A for 6 years, but screwed up bank requirements (fell below 800k for a day) and I refuse to pay agent to fix……
