I have just bought a used Ranger and at no time did I have to show anyone my driving license though I do have Thai one in addition to UK. To register blue book in your name you must have a residence certificate so an up to date tm 30 is essential. In Nakhon Phanom I go to Land Transport Office and explain what I want. You must have proof of purchase and a sales invoice. Lto request residence certificate. 5 weeks later I go and collect my blue book and local reg plates. That will be this coming Monday.

I need one for changing blue book to my name. They flatly refuse to issue one at immigration but tell me to go to LTO who request one. I never know what is happening or how far the process has got and it is very difficult to find out. Nakhon Phanom.

I'm still waiting for a certificate of residence from immigration after nearly 5 weeks. It is often far less stressful and much quicker to use an agent.

I saw an American at the desk outside there for 2.5 hours because he had nothing prepared for whatever he was doing. Later inside he lost his temper with the officer and was thrown out by two police.
