They need to exit and re enter to activate their visas. You'll need a re-entry permit

 You cant use an income letter for the non imm O visa, only the 1 year extention of stay.

 It sure is a thing. Go to an Immigration Office or a Thai Embassy/Consulate. The single entry Non Imm ED visa is 2000bt.
