They have already stated they are not. In addition I am sure this little PR excersise doesn't even exist. The first 100 supposed tourists from China were not even tourists but Chinese government officials.

That's a good question. I believe it's a requirement for entry not for the life of the visa but you will need to phone and check with there helpline

it sounds like that maybe the case. I was told Penang will issue me one or I could leave come back in on tourist visa and they can issue inside the country. I can't work these rules out. They make no sense.

well that's so strange. I can get in Penang which was my original plan. Immigration are still refusing to allow me to get one inside the country. I am stuck in limbo.

you can't at the moment because of the current situation but previously you could. Here is my story. I have lived in Thailand 7 years mainly on Thailand Elite to take me to retirement age. I was told I need to leave the country and get a Non O from a consulate in a bordering country and come back in to get extensions of stay. Unfortunately they closed the borders and I fell into Amnesty. They will only issue a Non O inside the country if I was on a tourist visa. At the moment no embassy is issuing Non O your right. But under normal circumstances they do.

not true. They will issue Non O inside Thailand in certain circumstances but like myself inside Thailand wanting a Non O I have been told I need to go to a consulate outside the country to get one.

You should have done it before the your stamp ran out.
