it depends on each embassy. Mine (Seoul, Korea) doesn't only accept scans of "real printed papers", but also any document (including bank statements but also everything else) must be either in Thai or English. The local language, Korean, wasn't allowed.

For the Korean K-ETA or Canada ESTA (or whatever the name was, I can't remember) the instructions mention that if something that can't be modified is wrong, like name or passport number, etc., you need to file a new one.
