correct! All can and do change fast. Best is to contact embassy as document from them is required and they book the seats on the planes

STV program still not formally approved by government!

8 October 120 Chinese and again 120 on 25 October. Then 120 Scandinavians. Then... no plan yet

Depends what country you come from. STV limited to people coming from a few countries like China, Japan, Denmark, Sweden, Canada,...

Contact Thai embassy in the country where you live

Between now and February, things can change a few times for better or worse ....

Can expats without residency or work visa return to Phuket if they own property there?

Thailand did a great job contact tracing and isolating cases. Now we have no more local cases. Thailand tests seriously all people coming from abroad. Isolate and treat them. Who else should they test?

My friend works at Bangkok military hospital. No more cases there. They had over 100 at the pic

Can expats without residency or work visa return to Phuket if they own property there?

You don't get it, do you?

They don't want to import hords of new cases that will be impossible to handle.

So they limit the numbers. At the beginning at least. They select tourists from safe countries that will bring a lot of money and follow the rules. Backpackers from USA or Europe don't fit in that. Maybe later.

owning a home does not require to be in Thailand.

Those who work with a non-B + WP can enter. And some other temporary work.

You seem to be assimilated as a tourist. So no entry yet. Maybe in 2021....
