You have to be Physicaly in the country you apply in for the duration of the whole visa processing.

Can be an advantage to apply in your passport country, where also all the documentation has been issued.

Apply in the country where you documents originate from, for best success.

A Thai bank is absolutely not needed, and with DTV you will not be able to get a Thai Bankaccount.

If you apply to early, they will tell you to come back closer to the end of current visa exempt.

Read the website of the Immigration office could be a great help.

But rules changes so what you was told last year or last month may have changed, and that you will find out by reading the Embassy website.
