As long as it spells out that it's alternative qurantine. Sha+ just means it meets certain hygiene standards.

Probably start with the flight because ideally the hotel will be meeting you to take you straight to quarantine.

in my experience definitely not. You need the hotel to provide clear confirmation that they are providing an approved quarantine package for you.
