Ok so if my passport is from Malta, I must be located in Malta when applying for the DTV visa if I where to make use of the evisa services. However since I do not intend to return back home anytime soon, I can just go to any neighboring country, find a royal thai embassy and apply in person, could be Malaysia, Vietnam, India. I’m I correct?

Do we need to apply for the DTV visa from our home country, or can we apply from a neighboring country? My passport nationality allows me to apply and submit my passport online.

It’s a 15 month program to learn Thai. The enrollment is with a university not with a language school.
