TLDR : Answer Summary
When applying for an ED visa, it is not possible for a spouse to obtain a dependent visa if they are not enrolled in language classes. The comments emphasize that the dependent visa is contingent on the primary applicant's educational activities.

What's the ED visa for? If you're doing a

year university course, I believe it's possible

My 2-cent, apart from other considerations, some schools have really not difficult program, so it may be more convenient to take the course.

It’s a 15 month program to learn Thai. The enrollment is with a university not with a language school.

I think you have 90-day visa and 90-day extensions with that one, so it's probably not eligible

you should be asking your school because they would also have to support you bringing someone. So they can tell you if it's possible.
