yes I know 2 personally 1 didn't have the funds and was denied entry and visa canceled

Yes this is something they been requiring due to companies that help get DTV they been putting money in a deposit account for you to qualify and then take it back out when its done.

Some people have been asked to show proof of the funds when they re-enter thailand instead of extending it
