well the educated thais speak english ive been in and out of thailand and id rather live in an area of thailand that i dont need to be proficient speaking the language. so for the firsttimer i recommend stick around areas that you can enjoy without having to use a translator full time

Pattaya is the party town if you want a lot of action. if you want something more quite I suggest Hua Hin or Krabi
