sorry but there is no 2-months seasoning required for the initial Non-Imm-O visa application on Immigration (except in Pattaya, Khon Kaen and Surat Thani). The 2-months seasoning is needed when applying for the 1-year extension

Yes but you need to pick the correct "reason" for the WISE transfer to get it coded as being a foreign remittance. Only TWO reasons on the WISE list will provide this. If you chose the wrong reason, the WISE transfer will be coded as an inner Thailand (domestic) transfer

I don't understand your last remark . . . why would you not be able to apply for the one-year extension with a bank statement confirming 12 months of continuous 65,000 THB transfers into your Thai bank account?

The application to the 1-year extension allows the use of EITHER income affidavit, OR the 12-months transfer proof, OR the 800,000 THB deposit proof.

Nowhere it says that you cannot apply using the 12-months transfer proof for the application to a 1-year extension after having entered on a 90-days Non-Imm-O visa

I wouldn't recommend using WISE, because their maximum amount for a transfer to a Khrung Thai bank account is 50,000 THB. He would have to manage 19 individual transfers

I am missing two essential parts which are required in your attempt to get a bank account opened - that's the proof of an adress in Thailand. Usually done on Immigration and adressed to the specific bank, it is called "certificate of residence" and comes with your passport picture. And you need a Thai phone number. I hope you just had all these with you and just didn't find it necessary to mention. It's not the correct visa alone that allows you to open a Thai bank account - it's also the adress proof, your passport and the phone number, plus your US tax number

which actually is not requested from foreigners married to a Thai wife. Once issued the 12-months extension, they can use the 400,000 THB for living expenses . . the 400K just need to be back 2 months before the next extension

that's maybe because you never went under 400,000 THB for 12 consecutive months, so the Bangkok Bank Cha Am was able to issue the "2-months seasoning" letter for Immigration. That the "freeze" rule actually exists must have fallen under the table in your case

Something does not seem right in what you say. . . . . . So how did you prove on Immigration that you had a minimum of 400,000 THB in your bank account for a minimum of 2 months, if your bank branch didn't issue the "bank letter of guarantee" confirming exactly this? Does your Immigration in Hua Hin allow you to show the proof with the passbook only ?
