Yep. Phuket, Pattaya, Rayong and some others only extend licenses for 2 years if you're on a DTV.

Yes, some offices still allow a 5 year extension of a driver's license on a DTV including most Bangkok offices. How about Chumpon? Are you on a DTV?

5 years possible at all Bangkok offices except for Bang Chak.

Yes and no. Many provincial offices are strict. Bangkok is a good place for a license renewal on a DTV. 5 years is possible except at the Bang Chak office (which sucks anyway as they require you make an appointment and you have to wait several months to get one).

Cambodia is different and you're misunderstanding the difference between visa exempt and visa on arrival.

No, not for Laos. You get in on a visa exempt or apply for a visa at the consulate or embassy if you're an ASEAN citizen.

For Laos, I very much doubt it...there's a specific agreement that pertains to Burmese nationals.

Essentially, as long as it's not Thailand it should be OK. Just make sure that they don't call you for an interview first. If they do...immediately return to the country of application. Basically, try to stay in the country of application until they approve you...only leave if you're having visa issues there.
