 not 100% certain but no I don't think so. You'd need to check with the Thai Embassy in your home country.

 yes, and apply for the Special Tourist Visa

 you can either enter visa exempt, which is 30 days, or apply for a tourist visa which is for 60 days. Both are extendable once for 30 days.
