yes he will, the new rules are only for those who apply for the Thai Pass from 1 March.

it might be cheaper but if you need to change anything or your flight gets cancelled then you effectively lose all control and have to rely on the agent to make changes, get your refund etc.

book the flight yourself, absolutely no need to use an agent. BA aren't flying to Thailand at all but plenty of airlines are with a connection en route, eg Emirates, Qatar, Singapore etc

If your insurance doesn't meet the USD50k coverage for covid then yes you will need to get another one.

no, you can only apply for the STV in the country you're a resident of. You can, however, apply for a tourist visa whilst in Cambodia.
