If you are starting again when you re-enter the country with a new Non-O you just need 400k in your Thai bank account, no seasoning required until you go for your 12 month extension. Exiting the country before 28-Jan will cancel your existing status and, I assume you get a 60 day Visa Exempt entry stamp, unless you have a re-entry permit or, the unlikely event that you are on a 12 month multi-entry Non-O.

There are a few other Embassies/Consulates where you also have to show up and pay with hard cash.

Visas are issued by Embassies under the control of the Ministry of Foreign Affairs. Entry to Thailand is controlled by Immigration tha comes under the Ministry of the Interior. They are not under the same body, two different government departments. A "decision pending" by one will not interfere with the day to day functioning of the other.
