Looking to apply for a visa online. I'm living and working in Shanghai but on the online system 'Shanghai' is not in the drop down option for embassy/consulate.... Anybody know if the Shanghai consulate is still available for visas?

I want to share the frustration of applying for a Thai tourist visa in Shanghai. My wife plan to travel to Thailand and they have Imposed a new requirement, a guarantee letter for those who are not working like her. The individual need to get the guarantee letter from either the local police station or from your own consulate, both options simply not realistic and they are not in the position to guarantee that a person will travel and return on the declared dates (air tickets already purchased). We are at the consulate for 3rd consecutive day today, trying to apply again in what it seems to be mission impossible....
