You can just come on a waiver until you turn 20, then go apply in Laos or Cambodia once you turn 20.

it's pretty simple, businesses should just charge a separate fee for providing visa services. If you cancel the course you still pay that fee.

You can get an IDP online . It's essentially just a translation of your home country's license. If you want to get a Thai driver's license, then all you need is a certificate of residency (visa type irrelevant, I got mine on while on visa exempt 60 day entry)

immigration at airports and borders aren't qualified to interpret that information. If you have a valid visa in your passport they will let you in. Extensions are a different matter.
