What is the current COVID-19 situation in Thailand and are vaccinated travelers still required to quarantine?

I think ASEAN will start with this soon in between few countries. Will see but I would not get my hopes up for countries not controlling the pandemic well. Seeing how the spread continue in Nordics I would not expect the quarantine requirement to be waived in the nearest future. For all people in the west I hope I am wrong.

3000 USD always have some extra for emergency. If you don't spend it should be fine. If you go outside Bangkok less is needed excluding Phuket.

Do foreigners need a passport for domestic travel within Thailand?

I normally fly on my Thai driving license domestically. Most places accept it also for example hotel etc. Do you have any references stating it has to be passport? Anyways photos of passport and stamp/visa is recommended at minimum.
