TLDR : Answer Summary
As of now, Thailand is experiencing around 80 local COVID-19 cases per day. Vaccinated travelers must still undergo a 15-day quarantine at their own expense, regardless of vaccination status. Current policies are unlikely to change until vaccination programs progress and the situation improves, with expectations for no alterations until at least mid-2021, and potentially longer.

Thailand has recently said that they are looking into travel bubbles between them and countries that are managing well with Covid and have also started rolling out the vaccine but this will take time and for the moment it’s a 15 night 16 day quarantine. I can’t see anything changing until at least the end of the year. I hope it is sooner.

Quarantine is still a requirement. No matter what. Will it be lifted or shortened for vaccinated arrivals is yet to be seen. Don't expect any changes to that policy till like June as earliest

I think ASEAN will start with this soon in between few countries. Will see but I would not get my hopes up for countries not controlling the pandemic well. Seeing how the spread continue in Nordics I would not expect the quarantine requirement to be waived in the nearest future. For all people in the west I hope I am wrong.

No country in the world has yet allowed anyone in based on vaccine status - a few have said that they will (Cyprus from May 1, I believe), a few have said they might - but nowhere yet. 15 nights quarantine still applies.

Probably not going to change until the vaccination programme gets going here and the effectiveness of the vaccine is more well known.

The Covid situation is around 80 local cases per day. You still need to quarantine at the present time.
