I am in Philippines currently & was told by the licensed school I have been trying to get back to on an expired ED that 2 recent applicants yhey processed ( relatively) easy just came in on visa on arrival & then got the exemption & then did ASQ then went to Chiang Mai to process their ED visa through the school.
BTW IM NOT ignorant t the schools & scam services of far ang there but I personally know & have gone to this school when I lived there ‘19 so they are legit & fully licensed through MOE👍🏼

The information you have is correct you CANNOT get back into the country on an ED visa (or an extension of one) for studying at a private language school at this time. Only people enrolled in universities / international schools can get in on ED visas right now
Your only option is to come in on a tourist visa or a visa exempt entry, enroll in a school, get paperwork from them and the Ministry of Education and then apply for an in country 90 day ED visa at the immigration office.
Just so you know there is no "special fee" or under the table funny business anymore. The MOE and the immigration office know that ED visas can be issued inside the country for study at a private school SO if the school you're signing up for says there's a "special processing fee" to get you the ED visa they're feeding you a line of b/s. A 90 day ED visa inside the country costs 2000 baht

I got a 60 day covid extension recently, but nobody knows how long the government will continue to issue. My take on it is, the government realizes it needs whatever tourist dollar it can get and is not looking to kick people out if it can avoid it.
was that covid extent on visa exemption? Or you had a proper visa before?

But when you go to check in please be careful the Philippines immigration they are very stick who fly out. And some documents should verify by Philippines consular
