I see, thank you man. Yes you are right, we can't apply Thai tourist Visa online if in the third country, but some people answered me that we can go to local Thai embassy/consulate directly in the third country(Cambodia) to apply tourist visa, do you know this?

Well, in case of fight delayed, for example, the flight planned to departure on 11PM on last day but delayed 2 hours or cancelled, so person just needs to get a temporary stamp or paper or something from immigration office at airport but no need any penalties, is it?
