Even early in Feb (25) at the Lao land crossings there was a sign, and a small insert placed in your passport ..that one was required to stay at least 2 nights, have the 20,000 baht, and proof of exit to homeland . (in my case was not questioned re funds on return.
Now on arrival at BKK a few days ago I was strongly advised by senior I/O to refrain from land crossings all together, and using the 60 days only without extension if one was to fly out and back in after a few days (as long as your flight home was within that 60 day period. ) , This was not said to me word for word as I stated..but damm close..the I/O knew that I was playing no "games", I feel and hinted I should have better sense to arrive with an actual visa ..METV as I usually have in history well documented in the Thai system.
And, possibly chages back to 30 days may be country dependent..as indicated by others, impossible to tell, and wise to get single entry tourist visa..which will be forwarded to you in .pdf format..60 days and possible to extend another 30. The fact that is an "official" visa ..not "exempt"status may make all the difference when the changes take effect.

Given a paper notice re conditions upon reentry into Thailand , but other than 2 day mandatory stay ..nothing really needed upon return and received a visa exempt entry. Perhaps I should note that I had a tourist visa before that , but don't think that made much of a difference. Also had a sort of re entry permit with local Chiang Rai address stapled in PP..though many of the other folks entering had none of those, and no problems that I could see.
thanx...over here in the North there is a mandatory 2 day stay when you cross, for example, the bridge..used to be a same day affair from my vantage point in Chiang Rai. (reason why I asked)..thanx
