Im heading over for my 2nd visit. I never had to show i was financial for a 2 week visit before, has this changed and do l now need to show l have funds.

Its always been the rule for visa exempt / tourist - if you are actually asked to show it is another story. I love how it happens to one person and people freak out. Besides why wouldnt someone have cash avaible when traveling anyway

Even early in Feb (25) at the Lao land crossings there was a sign, and a small insert placed in your passport ..that one was required to stay at least 2 nights, have the 20,000 baht, and proof of exit to homeland . (in my case was not questioned re funds on return.
Now on arrival at BKK a few days ago I was strongly advised by senior I/O to refrain from land crossings all together, and using the 60 days only without extension if one was to fly out and back in after a few days (as long as your flight home was within that 60 day period. ) , This was not said to me word for word as I stated..but damm close..the I/O knew that I was playing no "games", I feel and hinted I should have better sense to arrive with an actual visa ..METV as I usually have in history well documented in the Thai system.

no not now. These questions are now asked if your visits on tourist visas and Visa Exempt have been excessive Things considerably changed about 2 weeks ago.
VERY rarely. Not something i or family and friends will be worried about. A single person being asked to show 20k is NOT ‘considerable change’. It’s a requirement they can ask for anytime.
there's been over 2900 people denied entry this year. I can send many utubes or news articles on this suubject here's just one from a lawyer produced today.
It is not random. The people who get checked are suspected of not being genuine tourists, so they get selected for secondary screening. Usually people with a history of staying long-term in Thailand using tourist exempt-entries and border bounces.

If you're entering as a tourist, the rule is now and has been that you must be able to show you have at least 20,000 baht or equivalent in another major currency. It's incredibly rare to be asked, but if you are asked and cannot show it, you can be denied entry.
