The Thai DMV only requires translations of driver's licenses that are in languages OTHER than English.
They will accept USA with no translation (did it myself... FL DL)
The offices of the DMV are NOT closed.
Their official announcement says that they will not be conducting the "ob-rom" (seminar/ video briefing) NOR taking exams.
This renders most people who DONT have a license, unable to get one (hence the confusion).
BUT it does say that whoever has done the course at a private driving school, etc can trade the certificate for a license.
With a license from abroad i reckon is the same, since you DONT need to take the theory nor practical exams. Just the vision and brake reflexes quick check.
The "certificate of residency" you can get it at immigration. You tell em its for the DL and they know what to write.
Most offices ask for 200-500 tea-money bribe to get it on the spot. Otherwise, you wait for weeks and some members just posted this week that even after weeks they never got it.
I think when most people think about "getting married in Thailand" they think of a pristine beach setting ceremony bla bla bla...
Not having to go to MFA twice, run errands in hectic crazy hot Bangkok, to get a stamp here, another one there... get it translated, bla bla.
Yes, they can pay for these services.
As far as Canada, im not sure. But in the USA, upon return from your trip... your marital status is still SINGLE, unless u do the paperwork to register your marriage.
"They will accept your marriage certificate" is NOT the same as "your marital status has been updated on the records of the Canadian Government"
Personally I just think its a paperwork nightmare when you can just get married in the corner of your house and enjoy a "ceremony" here in Thailand which is what most people are after.

If they r coming just to get married (as part of a holiday trip let's say) and then plan to go back to Greece/Canada/Myanmar or wherever... They'd then have to go to MFA again to legalize the pink wedding certificate/ KoRo2/ and then register the marriage with the Consulate of such country...
Sounds like a lot of hassle.
Rather marry in the country they will live in; and then just do a symbolic ceremony here in TH
