It's not possible to apply for a visa inside Thailand.

Check Cambodia because they implemented evisa system and change the way to apply. Check first with the embassies.

of you stay away from the Ping river and night market area, you will be okay. Old town or Nimman are the options.

Need to be signed by a doctor, with a hospital stamp etc.. So probably doesn't work.

It's not like Kool exposes. If you stay +180 days per year in Thailand you're considered tax resident and you have to pay taxes for the money you remit to Thailand.
