As per previous comment it really sounds like you are confused about expiry date and 90 day report. You can only do a 90 day report when you have a valid visa or visa extension. In your case this expires Mar 15.
Normally all that is required is you valid drivers license from your country. You will have to provide a medical certificate, certificate of residency (which you get from immigration). You will have to watch a video and do a reaction test . Pay the fee and you will have a Thai licence. If you want to have a car and motorcycle license these are considered as two separate licenses. Plan accordingly.
My embassy issued a letter stating why they issued a new passport which immigration required. Also you will need to update your new passport with your bank.
There is no such thing as an international driver’s license. It sometimes is referred to as such but it is an international driver’s Permit. This all started by the UN convention 1949 so people could legally drive in a foreign country. To get an IDP you have to do so in the country of residence. So this means you have to have a valid drivers license from this country in order for that country to issue an IDP which is based on qualifications from this country. Many expats feel that the can get an IDP from their country of nationality and then retire in another country and think it is OK to drive in another country you are residing in. If you reside in a country then you need a license from that country. The IDP is used in conjunction with your license to allow you to drive in another country for a short period if time while visiting.

This is meant to be used while visiting a country and is not meant to be long term. If you want to drive long periods of time in a foreign country then you should obtain a drivers license from that country.
You might also check if they need a letter from your embassy stating the reason for getting a new passport even though the reason is obvious. My embassy automatically gave me this letter along with my new passport to give to immigration.
