Yes you can report 'early' as you appear to desire. I did it once by pure accident and not fully understanding the rules. Immigration told me they were happy to do so. Obviously things change but go ahead
Is this instead of the Thai issued covid passport that one can obtain after being vaccinated in Thailand? I admit I don't understand what this new veil of admin and paperwork does - I thought all those procedures were in place and working already. Plus it raises the well know concern that it could well change at anytime .
