I think many will stay in Phuket as well since the population will be mostly vaccinated and the covid numbers should remain lower than in other places.

You are confused. TheThaiger report simply said you need the covid test 5 days after arriving from abroad.

If you are leaving in a month and are fully vaccinated then you can go to Phuket for a week without quarantine and then travel to any open provinces after that so long as you pass a covid test after 5 days.
