The company is legit (no "agent" things). So like I though it's theoretically possible. Thanks for the confirmation. If I successfully make it, I will post it here along with the exact process.

I didn't get any paper in my passport yet. So I suppose I will get it after doing my first extension of stay from my ED visa (next month).

I though that but I quote Tod Daniels : "It's the very first extension of stay you get from that ED visa that starts the 90 day count down clock running."

I get my ED visa stamped on the 18 March 2021 for 90 days, so it's good until 15 June 2021. Before that I was on a exemption of visa and then a extension of this exemption.

Who is responsible for filing the TM30 for my friend's stay in Thailand?

I did a TM30 this Monday at MTT. Pretty smooth process. Get the form and make needed copy. One counter check the documents and give a queue number. Then another counter check again and give the receipt. No questions asking, all done in 20 minutes.
