My partner in Cambodia confirmed that Embassy voided a lot of visa, especially Cambodian who applied multiple times for Tourist. MOU are OK. If OP can, go another place. If you qualify and can show money apply in HCMC, Hanoi or Savannakhet.

you could still get an 60day extension, based on marriage. You could do a border run and get 30days plus extension or you could go to Savannakhet (if married) and get the multiple Non O for a year .

yes, they just need to monitor the number of visa issued at the various Embassies. There is not a lot of abuse going on anymore. Take KL or Penang, they already limit the number. For 100-200 applications they spend millions on a new system. But that is what they do, shooting with cannon and try to hit the few birds.
