 Nah that's a common misconception. This fictitious 'coin shortage' claimed by every vendor in Thailand is just so they hope the westerner will say 'keep the change' because a lot of people are too lazy to wait for 25 baht change and they hope they can keep it for themselves.

 Of course they have no right to keep it, they are not the law. But they will refuse motorbike rental if you don't give it, it's part of the contract.
