Anytime within 90 days of your departure. The visa is valid to use for 90 days from it's day of issue.

You can apply for one 30 days extention of stay. It's not a given although rarely refused, it's issued at the discretion of the Immigration Officer. Fee 1900 Thai Baht.

You can do it your way but much easier to get the Non Imm O before you arrive in Thailand

That's what the 90 days Non Imm O visa is for, which you need anyway to get the 1 year extension of stay. DOH!

You have to apply for an extension of stay, it's not a given. Your onward/return travel needs to be within 60 days.
