I had a friend who did it in country on a tourist visa whoever if the visa has expired he is now on Amnesty so doesn't count.

I asked them about the Amnesty. I have only been on it a few weeks and need to border bounce in order to a get a Non O for retirement. I want to be able to do it inside the country and they said they can't help me.

well maybe worth a try asking as each office tends to have its own rules. Mine cost 500 bht for my driving licence. Some offices dont charge

The letter is to confirm your address. If you haven't been doing your 90 day report it's unlikely they will issue one.

My advice would be always make sure your 90 day is up to date. The case by case basis for your visa is a grey area but I am about to find out next week if it's possible.
