Our immigration told us you don't need the funds in the bank two months prior when actually applying for the Non O. However when you apply for an extension of stay it needs to be in three months prior.

it's easier to change visa status on a tourist visa. I should know after 7 years of living here if they don't extend the Amnesty I could get kicked out.

If you qualify for a visa being on a tourist visa you are in a better position to extend your stay if you meet the criteria.
