When you apply it CLEARLY states you must check all details prior to submission (check like a hunting Hawk) because if there is any error whether your fault or system fault, it's a new application and another fee

This really sounds like there is something else we are not being told. In almost every case the DTV works, is accepted, stamped with non-issues at all

You can open a Bank account. It's not simple but it can be done. Find an agent and open with Bangkok Bank. Even without an agent some branches will open for you in exchange for a THB30L life insurance policy with their bank but most people eg Pattaya and Phuket are finding it can be done for between THB5K and THB12K inclusive of an insurance policy through the bank
