 haha, it is super duper clear stated there which Bundesländer assigned to which consulate. It is a normal practice if they have more than 1. How else can they divide their responsibility? Based on your personal choice? 🤣🤣🤣

 that is wrong. You cannt choose. It is based on your registration; you cannt choose Frankfurt living in Mannheim few km away as BW is assigned to Munich. Your application even might be rejected
