What police report is needed for a Non-Immigrant Type O-A visa application at the Los Angeles Thai Consulate?

I went through LA cosulate. I used both live Scan and a local sheriff's report notorized by their office. I would say the live Scan was not needed by the level of analysis done at the consulate. Note the results of the live Scan were very short, no criminal records found based on fingerprints.

Can I apply for a Non Immigrant O-A visa in person in New York if I reside in California?

One day file papers and give consulate a self addressed envelope from USPS. Or just go back in person next day after 10 am.
